The woman was a tourist cliche. A good representation of being unimpressed by whatever she sees.
The graffitti is a crime, it's vandalism, but it's strickingly beautiful. The tourist represents the public, the jury casually determining the fate of an artists work.
It's the old story of acceptance or rejection and how the public decides. And, in this case, the verdict is also very public.
